Economic Development Committee
The Economic Development Committee brings together business leaders to provide insight and advice on the issues shaping Burnaby’s economic future.
Committee members contribute their expertise to support sustainable economic growth, strengthen international trade opportunities, and help businesses navigate evolving environmental policies and regulatory change. Through collaboration and informed discussion, the Committee plays a key role in positioning the Burnaby Board of Trade as a strategic connector between business, government, and community stakeholders.

Paula Skaper
Co-Chair

Paula Skaper is a growth strategist who helps professional services and SME leaders build resilient businesses that reflect their vision and grow sustainably. She works with established firms to move from reactive firefighting to intentional, strategic leadership – creating the clarity and confidence to focus on what matters most. As founder of 33 Dolphins and author of Rethink, Realign, Reinvent, Paula partners with leaders ready to build something that lasts.
Paula has been a member of the Burnaby Board of Trade since 2010 and a director since 2017. She previously served as both Chair and Chair of the Board of Governors.
Cynthia Lam

Cynthia has served on the board of directors for four years and is currently Co-Chair of the Economic Development Committee. Previously, she was a member and Chair of the Pacific Gateway Committee. As a business and real estate lawyer and owner of GBC Law, she has over a decade of experience advising business owners, entrepreneurs, and investors. With this experience, Cynthia brings firsthand insight into the challenges businesses face in today's economic climate and is passionate about supporting initiatives that foster sustainable economic development and strong local business communities. She is also a recipient of Business in Vancouver's Forty Under 40 award.

Alfred Romann
CEO, Delta Analysis
Alfred Romann joined the BBOT in 2025 but has been associated for several years through his involvement with other organizations. He is the co-founder and CEO of Delta Analysis, a data-driven research and consulting organization. He has a background in journalism and economics and has lived or worked in Latin America, North America, Asia and Africa. A resident of Burnaby for the past decade, he has a keen interest in economic development, believing that one of the best ways to continue improving the quality of life in this great city is to attract more capital and investment. Alfred sits on the board of the Burnaby Neighbourhood House. He is married and is the proud father of an 18-year-old.
Alyaa Elhebeishy
Employer Relations and Business Development Manager, MOSAIC
Alyaa Elhebeishy is a community and workforce development professional with extensive experience in employment services, employer engagement, and strategic partnership development. She currently serves as Employer Relations and Business Development Manager at MOSAIC. Since joining MOSAIC in 2017, Alyaa has advanced through frontline, coordination, and leadership roles, building strong expertise in program operations, stakeholder collaboration, and community engagement. She has led multiple community initiatives and events including MOSAIC’s Annual Job Fair and actively collaborates with employers, community organizations, and local planning tables across Metro Vancouver. Alyaa is passionate about inclusive economic growth, newcomer integration, and strengthening connections between businesses, communities, and workforce development initiatives.
MOAIC has been a member with BBOT since 2003.
Anne Kang
Member of Legislative Assembly, Burnaby Centre
Anne Kang was first elected MLA for Burnaby-Deer Lake (now Burnaby Centre) in 2017. She serves as Minister of Tourism, Arts, Culture and Sport, and has previously held portfolios in Post-Secondary Education and Future Skills, Advanced Education and Skills Training, and Municipal Affairs. She also served as Parliamentary Secretary for Seniors and Multiculturalism, and as Minister of Citizen’s Services.
Anne immigrated to British Columbia as a child and has lived in Burnaby for over 30 years. She served three terms as a Burnaby City Councillor. Before becoming an MLA, she was a music teacher in the Burnaby school system. Having previously served on the Pacific Gateway Committee, Anne brings valuable perspective and experience as a government representative and Cabinet Minister to the Economic Development Committee.
Paul Choi
MLA, Legislative Assembly of BC
Paul was elected in 2024 as the MLA for Burnaby South–Metrotown and currently serves as Parliamentary Secretary for Trade under the Ministry of Jobs and Economic Growth, as well as a Treasury Board Member and Chair of the Finance and Government Committee. Before entering public office, he worked as a first responder, small business owner, and lawyer. A licensed mediator and arbitrator with the ADR Institute of Canada, he brings extensive experience in conflict resolution, justice reform, and community service. Paul is a strong advocate for multiculturalism, economic development, and human rights, and also represents BC within the Pacific NorthWest Economic Region on regional policy and economic initiatives.
Rajvir Rao
Director of Intergovernmental Relations and Public Affairs, City of Burnaby
Rajvir has been actively involved with the Burnaby Board of Trade for over five-years, serving in various capacities and contributing to initiatives that support business growth and community collaboration. She is passionate about connecting policy and people, bringing experience working across all three levels of government as well as the private sector. Currently she is the Director of Intergovernmental Relations and Public Affairs for the City of Burnaby and has been instrumental to the Mayors Task Force on Economic Growth and Resilience. Joining the Committee on behalf of the City of Burnaby represents an opportunity to help connect local economic development and shaping policy with broader reginal and provincial collaboration and growth. Rajvir has provided her expertise to nonprofit boards and community and currently is on the board of director for the Indian Summer Festival. She has also served as the President and board of director for the International Association of Public Participation of Canada, board member to Open Door Group, member of the Rix Committee with the Vancouver Board of Trade. Rajvir holds a BA in Political Science from Simon Fraser University, an MA in Conflict Analysis and Management and is a Certified Executive Coach from Royal Roads University.
Tracy Shi
Senior Relationship Manager, Commercial Financial Services, RBC
Tracy Shi is a Senior Relationship Manager, Commercial Financial Services at Royal Bank of Canada, where she partners with business owners and entrepreneurs across Burnaby and Metro Vancouver to support growth, financing, and long-term strategic planning. With over 10 years of experience in commercial banking, she works closely with local businesses on expansion initiatives, access to capital, and international trade opportunities, helping companies navigate growth both locally and globally.
Tracy holds a Master of Media and Communication from Nanyang Technological University and a Bachelor of Commerce from University of Toronto. She is passionate about supporting Burnaby’s business community, fostering meaningful connections, and contributing to sustainable economic development through collaboration, innovation, and community engagement.
